The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by up-to-date information. From observation points, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the situation will not shift further in its favour in the near future.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
